Activities Banned from WeWander Platform

Effective Date: Upon Operator acceptance of main Terms and Conditions

1. Purpose and Enforcement
1.1 Overview
This document lists prohibited activities that may NOT be listed on WeWander Platform under any circumstances. These prohibitions exist to:
- Protect Traveler safety and wellbeing
- Prevent illegal, unethical, or harmful activities
- Maintain WeWander's reputation as responsible tourism platform
- Comply with EU law, Lithuanian law, and international standards
1.2 Zero-Tolerance Policy
Listing prohibited activities results in:
- Immediate listing removal
- Account suspension or termination (no warning)
- Forfeiture of pending payouts
- Report to law enforcement if criminal activity suspected
- Ban from re-registering on WeWander
1.3 Reporting Prohibited Activities
If You See Prohibited Activity on Platform:
- Email: abuse@wewander.tours
- Subject line: "PROHIBITED ACTIVITY REPORT"
- Include: Activity URL, description of violation, evidence (screenshots, links)
Whistleblower Protection:
WeWander will investigate all reports confidentially and will not retaliate against reporters.
2. Illegal Activities
2.1 Criminal Conduct
Absolutely Prohibited:
(a) Human Trafficking and Exploitation:
- Any activity involving forced labor, sexual exploitation, or coercion
- "Tours" that facilitate prostitution, sex trafficking, or child exploitation
- Recruitment for illegal work or exploitation schemes
(b) Drug Trafficking and Illegal Substance Use:
- Tours promoting illegal drug use (marijuana tours in jurisdictions where illegal, cocaine tours, etc.)
- Ayahuasca or peyote ceremonies where illegal under local law
- Facilitating purchase or transport of illegal drugs
Note: Cannabis tours are permitted ONLY in jurisdictions where recreational cannabis is fully legal (e.g., Amsterdam, certain US states) AND tour complies with all local regulations.
(c) Weapons and Explosives:
- Tours involving illegal firearms, explosives, or weapons
- Terrorist training or recruitment activities
- Tours to conflict zones marketed as "adventure" without proper safety, insurance, and permissions
Note: Legal shooting ranges, historical reenactments, and archery/crossbow activities are permitted if fully licensed and insured.
(d) Smuggling and Customs Violations:
- Tours facilitating smuggling (goods, animals, cultural artifacts)
- "Shopping tours" designed to evade customs duties or import restrictions
- Transporting prohibited items across borders (ivory, endangered species products, etc.)
(e) Fraud and Scams:
- Ponzi schemes or pyramid schemes disguised as "investment tours"
- Fake educational programs or certificate mills
- Tours that misrepresent qualifications, accreditations, or outcomes
- "Tours" that are fronts for identity theft or credit card fraud
(f) Trespassing and Unauthorized Access:
- Breaking into abandoned buildings or restricted areas
- "Urban exploration" tours that violate property rights
- Tours to active military installations, nuclear facilities, or other prohibited zones
Note: Legally permitted tours of abandoned sites (with owner permission), historical bunkers, or decommissioned facilities are allowed.
2.2 Counterfeit Goods and Intellectual Property Violations
Prohibited:
- Tours promoting or facilitating purchase of counterfeit goods (fake designer bags, watches, etc.)
- Piracy tours (selling bootleg movies, software, etc.)
- Tours that infringe on trademarks, copyrights, or patents
Example:
- ❌ "Best Markets for Fake Rolex Watches"
- ✅ "Local Artisan Markets Tour" (genuine handmade goods)
2.3 Money Laundering
Prohibited:
- Tours designed to obscure source of funds
- Accepting cash payments above legal reporting thresholds without proper documentation
- Tours priced artificially high to launder money
Compliance:
Operators must comply with EU Anti-Money Laundering Directives (AML) and report suspicious transactions.
3. Dangerous and Uninsurable Activities
3.1 Extreme Risk Without Proper Safeguards
Prohibited if Cannot Meet Safety Standards (Exhibit C):
- BASE jumping, wingsuit flying
- Cave diving in overhead environments (trained scuba instructors with proper equipment may offer beginner cave diving)
- Free solo climbing (no ropes)
- Swimming in crocodile/shark-infested waters
- Intentional close contact with venomous animals (handling snakes, spiders without training)
These May Be Permitted IF:
- Operator holds specialized certifications
- Carries insurance covering activity (€2M+ liability)
- Can demonstrate safety protocols meeting international standards (e.g., International Cave Diving Association for cave diving)
WeWander Reserves Right to Refuse:
Even with insurance and certifications, WeWander may refuse to list activity if risk is deemed too high.
3.2 Activities Targeting Vulnerable Populations
Prohibited:
- Tours intentionally targeting children or elderly without appropriate safety measures
- Tours that cannot accommodate participants with disabilities in safe manner
- Tours involving persons under 18 without parental consent or supervision
Note: Family-friendly tours and accessible tours are encouraged. This prohibition applies only to tours that endanger vulnerable populations.
4. Animal Cruelty and Exploitation
4.1 Prohibited Animal Activities
Absolutely Banned:
(a) Animal Fighting:
- Cockfighting, dogfighting, bullfighting (except traditional cultural events where legal and animal welfare certified)
- Betting on animal fights or races where animals are harmed
(b) Exploitative Captive Animal Interactions:
- Riding elephants with bullhooks or chains
- Swimming with captive dolphins in inadequate tanks (note: wild dolphin tours are permitted)
- Taking photos with drugged or declawed tigers, lions, or other big cats
- Holding sloths, monkeys, or other wild animals in tourist photo ops
- Snake charming with defanged or abused snakes
(c) Wildlife Harassment:
- Chasing, cornering, or provoking wild animals for entertainment
- Feeding wild animals in harmful ways (bread to ducks causing angel wing, feeding bears/wolves to habituate them)
- Destroying nests or habitats for tourist access
- Using flash photography on nocturnal animals or in sensitive habitats
(d) Hunting Endangered Species:
- Trophy hunting of threatened or endangered species
- Poaching or facilitating illegal hunting
- Tours to canned hunting facilities (captive-bred animals released for hunters)
Note: Ethical, legal, and sustainable hunting (e.g., licensed hunting in conservation programs) may be permitted if:
- Fully licensed and legal
- Part of recognized conservation or population management program
- Operator provides evidence of ethical practices
- WeWander approves on case-by-case basis
(e) Animal Products from Endangered Species:
- Tours facilitating purchase of ivory, rhino horn, pangolin scales, turtle shells, etc.
- Exotic pet trade tours (purchasing wild-caught animals)
- Traditional medicine tours involving endangered species (tiger bone, bear bile, etc.)
(f) Aquariums and Zoos with Poor Animal Welfare:
- Tours to facilities with documented animal abuse
- Roadside zoos without proper licensing or accreditation
- Aquariums with marine mammals in inadequate enclosures
WeWander May Request:
- Proof of facility accreditation (WAZA, AZA, EAZA, GFAS)
- Veterinary health certificates
- Suspension of tours if welfare concerns arise
4.2 Permitted Ethical Animal Interactions
Examples of Acceptable Animal Tours:
- Wildlife safaris with responsible viewing distances
- Ethical elephant sanctuaries (no riding, bathing only if elephant-initiated, no chains or bullhooks)
- Accredited zoos and aquariums with conservation programs
- Farm visits where animals are well-cared for
- Horseback riding with healthy, well-trained horses (proper equipment, weight limits, rest breaks)
- Whale watching following national guidelines (distance, time limits)
- Snorkeling/diving to observe wild marine life (no touching or feeding)

5. Sexual Content and Exploitation
5.1 Prohibited Sexual Activities
Absolutely Banned:
(a) Sex Tourism:
- Tours marketed as facilitating prostitution or sexual services
- "Bachelor party" or "stag party" packages centered on strip clubs or brothels
- Child sexual exploitation or child sex tourism (automatic report to INTERPOL and law enforcement)
(b) Adult Entertainment Without Proper Disclosures:
- Tours involving adult entertainment (strip clubs, sex shows) without clear warning in listing
- Tours exposing minors to adult content
- Tours to establishments operating illegally
Note: Adult-oriented tours (e.g., red-light district historical tours, burlesque shows, wine-and-painting with nude models) ARE permitted IF:
- Clearly labeled "18+ only" or "Mature audiences"
- Legal in jurisdiction
- Educational or cultural framing (not purely exploitative)
- Participants consent to content
Example:
- ✅ "Amsterdam Red Light District History Tour (18+): Explore the history of the area with focus on architecture, social policy, and workers' rights."
- ❌ "Amsterdam Sex Tour: Visit brothels and meet working girls"
5.2 Harassment and Non-Consensual Content
Prohibited:
- Tours involving voyeurism or non-consensual photography
- "Pickup artist" or "how to seduce locals" tours
- Tours that encourage harassment or objectification of locals
6. Hate Speech, Discrimination, and Extremism
6.1 Prohibited Ideological Activities
Absolutely Banned:
(a) Hate Speech and Incitement:
- Tours promoting racism, antisemitism, Islamophobia, or other ethnic/religious hatred
- Tours to hate group rallies or supremacist gatherings
- Holocaust denial tours or genocide denial tours
- Tours glorifying war crimes or mass atrocities
(b) Terrorist or Extremist Content:
- Tours promoting violent extremism (religious, political, or ideological)
- Recruitment activities for terrorist organizations
- Tours to active conflict zones marketed as supporting armed groups
Note: Educational tours about history of conflict, human rights, or extremism (e.g., historical tours of Nazi sites with critical context, tours of former conflict zones with peace-building focus) are permitted if:
- Educational and historically accurate
- Condemn violence and promote understanding
- Do not glorify perpetrators
Example:
- ✅ "Auschwitz-Birkenau Memorial Tour: Guided tour of Holocaust memorial with focus on remembrance and education"
- ❌ "Third Reich Glory Tour: See where Hitler gave speeches" (glorifying Nazi regime)
(c) Discriminatory Tours:
- Tours that exclude participants based on race, religion, nationality, gender, sexual orientation, etc. (except for legitimate safety or cultural sensitivity reasons)
- "Whites-only" or "Muslims-only" tours (unless religious tour requiring participants of specific faith)
- Tours denigrating or mocking specific groups
6.2 Permitted Cultural and Historical Tours
Examples of Acceptable Sensitive Topics:
- ✅ Holocaust memorials and educational tours
- ✅ Apartheid history tours in South Africa
- ✅ Cold War history tours
- ✅ Battlefield tours with historical context
- ✅ Religious pilgrimage tours (open to all, not discriminatory)
Key Distinction:
- Education and remembrance = Permitted
- Glorification and incitement = Prohibited
7. Environmental Harm
7.1 Prohibited Environmental Destruction
Absolutely Banned:
(a) Ecological Damage:
- Tours causing permanent damage to ecosystems (coral reefs, wetlands, old-growth forests)
- Collecting endangered plants, shells, or minerals
- Off-road driving in protected areas or fragile environments
- Littering or dumping in natural areas
(b) Pollution:
- Tours generating excessive pollution (e.g., racing boats in marine sanctuaries)
- Tours to illegal dump sites or hazardous waste areas without proper safety gear
(c) Illegal Resource Extraction:
- Illegal logging, mining, or fishing tours
- Tours facilitating poaching of protected plants or animals

8. Exploitative Poverty Tourism
8.1 Prohibited "Slum Tourism" and Exploitation
Banned If:
- Tours that treat impoverished communities as "human zoos" or spectacles
- Tours where locals receive no benefit (revenue not shared with community)
- Tours involving photographing people without consent, especially children
- Tours that perpetuate harmful stereotypes or demeaning narratives
Permitted If:
- Community-led or community-approved tours
- Revenue benefits local residents (employment, community projects)
- Tours promote dignity, understanding, and mutual respect
- Operated by locals or in partnership with community organizations
Example:
- ✅ "Kibera Community Tour (Nairobi): Led by local guides, supports community school"
- ❌ "Slum Safari: See how the poor live" (voyeuristic, no community benefit)
9. Medical and Health-Related Prohibitions
9.1 Unlicensed Medical or Health Services
Prohibited:
(a) Medical Tourism Without Proper Licensing:
- Unlicensed cosmetic surgery tours
- Experimental or unapproved medical treatments
- Tours to unlicensed dental or medical clinics
Note: Tours to licensed, accredited medical facilities (e.g., dental tourism to EU-accredited clinics) are permitted if facility provides proof of licensing.
(b) Pseudoscience and Dangerous Health Practices:
- Tours promoting fake cancer cures, miracle treatments, or "detox" scams
- Tours involving dangerous practices (e.g., consuming bleach, unapproved stem cell injections)
- Anti-vaccination tours or events promoting health misinformation
(c) Spiritual/Religious Healing Claims:
- Tours claiming to cure diseases through prayer, crystals, or unproven methods (without medical disclaimers)
- Tours pressuring participants to abandon medical treatment
Note: Wellness retreats (yoga, meditation, spa treatments) are permitted as long as no false medical claims are made.
Example:
- ✅ "Yoga and Meditation Retreat: Relax and rejuvenate (not medical treatment)"
- ❌ "Spiritual Healing Tour: Cure diabetes and cancer through energy work"
9.2 Drug and Alcohol Abuse
Prohibited:
- Tours centered on binge drinking or "getting wasted"
- "Pub crawls" that encourage dangerous alcohol consumption (shots competitions, no food, underage drinking)
- Tours involving illegal drugs or prescription drug abuse
Permitted:
- Responsible wine tasting, brewery tours, cocktail classes (with limits, food, and responsible service per Exhibit C Section 10.2)
10. Scams and Deceptive Practices
10.1 Misrepresentation
Prohibited:
(a) Fake Credentials:
- Claiming false certifications, licenses, or qualifications
- Using fake photos or descriptions (showing different locations, activities, or people)
- Listing "official" tours when not affiliated with official entity
(b) Bait-and-Switch:
- Advertising one tour, delivering completely different experience
- Hidden mandatory fees (adding costs after booking without disclosure)
- Changing itinerary without notice or consent
(c) Pressure Tactics:
- Forcing Travelers to purchase overpriced goods or services during tour
- Holding Travelers hostage until they pay extra fees
- Commission scams (taking Travelers to shops where guide receives kickbacks, presenting as "authentic" recommendations)
Note: Recommending local businesses where you receive commission is permitted IF disclosed upfront ("We'll visit a local craft shop where I receive small commission if you choose to purchase").
10.2 Fake Reviews and Manipulation
Prohibited:
- Writing fake reviews for own tour
- Paying for positive reviews or incentivizing 5-star reviews
- Threatening Travelers who leave negative reviews
- Review brigading (coordinating negative reviews against competitors)

11. Political Interference and Misinformation
11.1 Prohibited Political Activities
Banned:
(a) Election Interference:
- Tours designed to influence foreign elections
- Paying Travelers to participate in political rallies or vote (if they have voting rights)
(b) Espionage and Intelligence Gathering:
- Tours used as cover for spying or intelligence activities
- Tours to sensitive government or military sites for purposes of espionage
(c) Misinformation and Propaganda:
- Tours promoting debunked conspiracy theories as fact (flat earth tours, QAnon tours, etc.)
- State-sponsored propaganda tours misrepresenting history or current events
Note: Political tours (e.g., "Cold War Berlin Tour," "Political History of Eastern Europe") are permitted if historically accurate and educational.
12. Financial Crimes
12.1 Prohibited Financial Activities
Banned:
(a) Money Laundering:
- Tours used to legitimize proceeds of crime
- Cash-only high-value transactions designed to evade reporting
(b) Tax Evasion:
- Tours structured to evade taxes (VAT fraud, unreported income)
- Cross-border tours designed to exploit tax loopholes
(c) Ponzi Schemes and Investment Fraud:
- "Investment opportunity" tours that are pyramid schemes
- Tours promoting unregistered securities or fraudulent investments
Compliance:
Operators must comply with EU Tax Directives, Lithuanian tax law, and financial regulations (Main Terms Section 6.3).
13. Circumventing WeWander Platform
13.1 Prohibited Off-Platform Conduct
Banned:
(a) Avoiding Commission:
- Asking Travelers to book future tours directly (off-platform) to avoid WeWander commission
- Providing direct contact info during tour with intention to bypass Platform
- Offering discounts for off-platform bookings
Note: Operators may provide business cards and social media, but may not actively solicit off-platform rebooking of same Travelers for first 12 months after Platform booking (Main Terms Section 4.4).
(b) Multiple Accounts to Evade Suspension:
- Creating new account after being banned
- Operating under different name to circumvent restrictions
Penalties:
- Permanent ban from WeWander
- Forfeiture of all pending payouts
- Legal action for breach of contract
14. Other Prohibited Activities
14.1 Miscellaneous Prohibitions
(a) Gambling Tours (Unlicensed):
- Tours to illegal casinos or unregulated gambling operations
- Tours promoting gambling addiction or predatory gambling
Note: Licensed casino tours (e.g., Las Vegas, Monte Carlo) are permitted if casino is legally operated.
(b) Cult Recruitment:
- Tours used as recruitment for cults or high-control groups
- Tours misrepresenting religious or spiritual organizations
(c) Charity Scams:
- Fake charity tours claiming to donate to causes but pocketing funds
- Orphanage tourism where children are exploited for tourist donations
Note: Legitimate volunteer tourism and charity partnerships are permitted if transparent and verifiable.
(d) Catfishing and Fake Profiles:
- Using fake photos of guides or locations
- Impersonating another operator or brand
(e) Spam and Unsolicited Marketing:
- Spamming Travelers with unsolicited messages
- Sending marketing emails to Travelers who opted out
15. Reporting and Whistleblower Protection
15.1 How to Report Violations
If You Encounter Prohibited Activity:
(a) On WeWander Platform:
- Click "Report Activity" button on listing page
- Select violation type and provide details
(b) Via Email:
- Email: abuse@wewander.tours
- Subject: "PROHIBITED ACTIVITY REPORT - [Activity Name/URL]"
- Include: Description of violation, evidence (screenshots, links), your contact info (optional)
(c) Anonymous Reporting:
- Use anonymous email service if you fear retaliation
- WeWander will investigate all reports, even anonymous
15.2 What Happens After Report
Investigation Process:
- WeWander reviews report within 48 hours
- If credible, Activity is suspended pending investigation
- Operator notified and given opportunity to respond
- Decision made within 14 days (faster for urgent cases)
- Reporter notified of outcome (if contact info provided)
Possible Outcomes:
- No Violation: Activity reinstated, no penalty
- Minor Violation: Warning, required corrections
- Serious Violation: Activity removed, Account suspended, fine
- Criminal Violation: Account terminated, report to law enforcement
15.3 Whistleblower Protection
WeWander Will Not Retaliate Against:
- Travelers who report violations
- Operators who report other Operators
- Employees who report their employers
Protection Includes:
- Confidential identity (not disclosed to accused Operator)
- No negative actions (review removal, booking refusal, etc.)
- Legal support if reporter faces harassment or threats
16. Updates and Amendments
16.1 Adding Prohibitions
WeWander may add activities to this Prohibited List:
- Immediate Effect: If new illegal activity or urgent safety concern
- 30-Day Notice: For other additions (email notice to Operators)
16.2 Removing Prohibitions
If activity becomes legal or acceptable:
- WeWander will update list and notify Operators
- Operators may then list previously prohibited activity
16.3 Gray Areas and Case-by-Case Review
If Unsure Whether Activity is Prohibited:
- Email: legal@wewander.tours with detailed description
- WeWander will review and respond within 7 business days
- Do NOT list Activity until approved
17. Acknowledgment
By accepting the Main Terms, Operator acknowledges that:
- Operator has read and understood this Prohibited Activities List.
- Operator will NOT list any prohibited activities on WeWander Platform.
- Operator will immediately remove any existing listings that violate this list.
- Operator understands that listing prohibited activities results in immediate Account termination and forfeiture of payouts.
- Operator will report any prohibited activities encountered on Platform.
- Operator understands WeWander has sole discretion to interpret and enforce these prohibitions.
- Operator acknowledges this list may be updated and will check for amendments periodically.
